Chisinau, May 26th, 2015. Under the patronage of Mr Stephane Bride, Deputy Prime Minister and Minister of Economy of the Republic of Moldova the Kick Off Ceremony of the EU-Twinning Project "Strengthening of the standards and metrology sector according to the best practice in the EU Member States" (MD/13/ENP/TR/14) has been launched, attracting more than 60 interested participants representing stakeholders of Moldovan ministries, quality infrastructure institutions and industry. The event evolved under intense media coverage in the National Institute of Metrology.
H. E. Ambassador Tapiola emphasised the continuous support of the EU of Moldova's efforts to align with EU quality standards and stressed the great political importance of the Twinning project for Moldova. From a ministerial point of view, Mr Bride emphasized the role of the Twinning project for the economy of the Republic of Moldova and the general public, as its outcomes will improve the quality of Moldovan products and services, supporting their access to the European market.
On June 27th, 2014 Moldova had signed an Association Agreement including a Deep and Comprehensive Free Trade Area Agreement (DCFTA) with the European Union, this development representing a milestone in Moldova's relations with the EU. It is expected that this agreement will significantly deepen political and economic ties between the signatories and entail the long-term perspective of closer political association and economic integration of Moldova and the EU. The project seeks to implement EU best practices in the sectors of standards and metrology thereby fostering the preparation of international agreements on the free movement of goods (DCFTA). This will be achieved by strengthening competences of the Ministry of Economy (MoE) and its subordinated authorities in the metrology and standardisation sector: the National Institute of Metrology (NIM) and the National Institute of Standardisation (NIS).
Mr. Birsa, Legal Metrology Director of the National Institute of Metrology and Mr. Socol, Director of the National Institute of Standardization, took the opportunity to express their pleasure about the project launch and expectations for a fruitful cooperation with all partners for further modernisation of their institutions.
Ms. Schramm, Resident Twinning Advisor (RTA) and Ms. Turcan as RTA Counterpart will ensure the smooth progress of the freshly launched Twinning project.
Prof. Koch, MS Project Leader, illustrated the role of metrology and standardisation in the context of globalisation of the economy and emphasised the willingness of the German partners to contribute to further development of Moldovan quality infrastructure institutions with their longstanding experience as an "old" EU member state.
Dr. Dinu, MS Junior Partner Project Leader represents partner organisations of Romania, a young member state of the EU, that is ready to share its recent experience on EU alignment with the Moldovan beneficiaries.
EU financial support in the framework of this project is totalling 1.1 million Euro for a project duration of 24 months. EU member states experts from the Physikalisch-Technische Bundesanstalt (PTB, Germany), the Federal Institute for Materials Research and Testing (BAM, Germany), the German Institute for Standardisation (DIN, Germany), the Romanian Bureau of Legal Metrology (BRML, Romania) and the Romanian Standards Association (ASRO, Romania) will consult MoE, NIM, and NIS and other institutions and representatives of the Moldovan quality infrastructure with the objective to train personnel of the beneficiary institutions by implementing a "train the trainer" approach. This will contribute to a further build-up of an EU compliant institutional platform for the national quality infrastructure of Moldova.
